(a) What was meant by the ‘civilizing mission’ of the colonisers?
(b) Huynh Phu So.

(a) The concept of the ‘civilizing mission’ was a justification used by colonizers to assert their dominance and justify their colonization of other regions. According to this ideology, the colonizers believed that they had a duty to bring progress, enlightenment, and civilization to the peoples they colonized. They saw themselves as superior to the indigenous populations and believed that their culture, values, and way of life were superior and needed to be imposed on the colonized people. The colonizers claimed that they were bringing modernity, education, infrastructure, and social reforms to uplift the colonized societies from what they perceived as backwardness and primitiveness. However, in reality, the civilizing mission was often a pretext for exploitation, cultural assimilation, and the extraction of resources by the colonizers.

(b) Huynh Phu So was a prominent figure in the nationalist movement of Vietnam. He was the founder of the Cao Dai religious sect, which emerged in the 1920s. Cao Dai combined elements of various religions, including Buddhism, Confucianism, Taoism, and Christianity, and aimed to create a syncretic belief system for the people of Vietnam. Huynh Phu So claimed to have received a vision from God and started preaching his new religious ideas.

Huynh Phu So’s teachings attracted a significant number of followers who were disenchanted with the French colonial rule and sought solace in a new spiritual movement. The Cao Dai sect gained popularity and organized its followers into a political and military organization known as the Cao Dai Army. The Cao Dai followers played a role in the resistance against the French colonial administration and later against the Japanese occupation during World War II.

However, despite its initial prominence, the Cao Dai movement faced internal divisions and power struggles, which weakened its influence in the nationalist movement over time. Nonetheless, Huynh Phu So’s role as the founder of the Cao Dai sect and his efforts to challenge the colonial rule made him a significant figure in the history of Vietnam’s nationalist movement.

(a) In Vietnam, during the colonial period, only one-third of the students would pass the school-leaving examinations. This situation arose due to various factors. Firstly, the education system established by the French colonial administration was designed to cater to the needs of the French elite and not the local population. The curriculum and teaching methods were often alien to Vietnamese culture and language, making it challenging for students to excel in their studies. Additionally, access to education was limited, particularly for the indigenous population, as educational opportunities were primarily provided to the Vietnamese elite or those who could afford private schooling. As a result, a significant number of students were unable to meet the requirements to pass the school-leaving examinations, limiting their opportunities for further education and socioeconomic advancement.

(b) The French colonial administration undertook the construction of canals and drainage systems in the Mekong delta region of Vietnam. This initiative aimed to facilitate agricultural development and increase agricultural productivity in the area. By building canals and draining the lands, the French intended to control water resources, provide irrigation for rice cultivation, and improve transportation for trade purposes. The construction of canals and drainage systems altered the natural landscape of the Mekong delta, making it more suitable for large-scale rice cultivation and enhancing the region’s economic potential. However, these projects also had significant social and environmental impacts, including land dispossession, displacement of local communities, and changes in the ecological balance of the region.

(c) In 1926, a major protest erupted in the Saigon Native Girls School in Vietnam. The incident occurred when the school authorities expelled a student named Phan Thi Do, who had refused to accept the disciplinary measures imposed on her. The expulsion of Phan Thi Do triggered a wave of protests and demonstrations by the students of the school, supported by their families and local nationalists. The protesters demanded the revocation of Phan Thi Do’s expulsion and criticized the school administration for their oppressive disciplinary actions. The protest in the Saigon Native Girls School became a significant event in the larger nationalist movement against French colonial rule, as it highlighted the resistance and discontent among Vietnamese students and intellectuals.

(d) The presence of rats in the modern, newly built areas of Hanoi can be attributed to urbanization and changes in the city’s infrastructure. As Hanoi underwent rapid urban development during the colonial period, new buildings, houses, and infrastructure projects were constructed. However, these modern areas lacked proper sanitation and waste management systems, creating favorable conditions for the proliferation of rats. Rats are known to thrive in urban environments where they can find food sources such as garbage and sewers. Therefore, the newly built areas of Hanoi, with inadequate waste disposal mechanisms and sanitation practices, became more susceptible to rat infestations.

Ans. Ideas behind Tonkin Schools :

  1. Spread of Western-style Education : These schools were started in 1907 to provide a Western-style education. This education included classes in science, hygiene and French (these classes were held in the evening and had to be paid for separately).
  2. To consolidate their power : The French were faced with yet another problem in the sphere of education: the elites in Vietnam were powerfully influenced by Chinese culture. To consolidate their power, the French had to counter this Chinese influence. So they systematically dismantled the traditional educational system and established French schools for the Vietnamese.
  3. Educated labour for administration : The French needed an educated local labour force.
  4. To demonstrate superiority of French culture : Many scholars believed that by learning the language, the Vietnamese would be introduced to the culture and civilisation of France. This would help create an ‘Asiatic France solidly tied to European France’. The educated people in Vietnam would respect French sentiments and ideals, see the superiority of French culture, and work for the French

 It was a typical example of colonial ideas as

  1. Civilising Mission : Like the British in India, the French claimed that they were bringing modern civilisation to the Vietnamese. They took for granted that Europe had developed the most advanced civilisation. So it became the duty of the Europeans to introduce these modern ideas to the colony even if this meant destroying local cultures, religions and traditions, because these were seen as outdated and prevented modem development.
  2. Racial Discrimination policy : The French considered themselves as superior race. They started policy of discrimination even in schools also. The front rows in the schools were reserved for the French students only.
  3. Justification of French rule : School textbooks glorified the French and justified colonial rule. The Vietnamese were represented as primitive and backward, capable of manual labour but not of intellectual reflection; they could work in the
    fields but not rule themselves; they were ‘skilled copyists’ but not creative. School children were told that only French rule could ensure peace in Vietnam.
  4. Use of education to change the values and culture : By introducing French schools the French tried to change the values, norms and perceptions of the people, to make them believe in the superiority of French civilisation and the inferiority of the Vietnamese.
  5. Failing the Vietnamese in the final year : Only the Vietnamese elite – comprising a small fraction of the population – could enroll in the schools, and only a few among those admitted ultimately passed the school­leaving examination. This was largely because of a deliberate policy of failing students, particularly in the final year, so that they could not qualify for the better-paid jobs.

Ans.Both Phan Boi Chau and Phan Chau Trinh were Vietnamese nationalists to the core. Both were absolutely anti-colonialists and worked to free Vietnam from the French domination.
Chau and Trinh, both wanted to modernise Vietnam.
In short, both Chau and Trinh were looking at the same end – a free sovereign modern Vietnam.
However, they differed on the means to pursue the same end. Their views on different issues can be briefly tabulated as follows :
